Senior Security Official Briefs Media on Kashmir, Afghanistan, Balochistan, Defense Budget, Water Security, and Regional Peace Efforts

According to security sources, Pakistan remains committed to safeguarding its national interests, maintaining regional stability, and addressing emerging security challenges through a comprehensive strategy.

Kashmir Remains a Core National Issue

Security sources stated that Kashmir remains an unfinished agenda of the Partition and an integral issue for Pakistan. They noted that the 1948 conflict was fought jointly by the Pakistan Army, Kashmiri people, and tribal forces, and that a total of five wars have been fought over the Kashmir dispute.

The sources further claimed that demographic changes and legal amendments cannot eliminate the Kashmiri people’s right to self-determination. They described the region as one of the most heavily militarized areas in the world and maintained that lasting peace cannot be achieved without addressing the Kashmir dispute.

Concerns Over Developments in Azad Jammu and Kashmir

The briefing also addressed recent developments in Azad Jammu and Kashmir (AJK). Security sources alleged that India is attempting to create instability in AJK in order to divert attention from challenges in Indian-administered Kashmir.

According to the sources, Pakistan’s leadership has consistently prioritized dialogue and negotiations to resolve political and social issues. Authorities reportedly engaged with various groups and addressed their concerns through democratic means.

However, officials claimed that some elements within protest movements adopted violent methods, including arson, vandalism, and efforts to incite unrest. Security sources emphasized that while peaceful protest is a democratic right, any challenge to the rule of law or state authority would be dealt with in accordance with the law.

Afghanistan and Counterterrorism Challenges

A significant portion of the briefing focused on Afghanistan and the ongoing threat of terrorism. Security sources stated that terrorism remains one of Pakistan’s most serious national security challenges.

According to figures shared during the briefing, security forces and law-enforcement agencies conducted more than 32,000 counterterrorism operations during the year. Officials reported that thousands of militants were neutralized while hundreds of Pakistani security personnel lost their lives in the fight against terrorism.

Security sources alleged that militant groups operating against Pakistan continue to benefit from sanctuaries across the border. They stated that Pakistan has repeatedly engaged the Afghan authorities through diplomatic channels and negotiations between 2021 and 2025, seeking cooperation against terrorist organizations.

Despite these efforts, officials expressed dissatisfaction with the progress made and reiterated Pakistan’s demand that Afghan territory should not be used for terrorist activities against neighboring countries. The sources maintained that any security operations undertaken against terrorist threats were based on credible intelligence and national security requirements.

Balochistan: Development and Security

Addressing the situation in Balochistan, security sources described separatist militant organizations as terrorist groups allegedly supported by hostile foreign actors.

Officials stated that anti-state narratives are being promoted through coordinated propaganda campaigns, particularly on social media platforms. According to the briefing, these campaigns often present a distorted picture of the province’s realities.

Security sources highlighted that Balochistan continues to witness economic activity, infrastructure development, and increased connectivity. They noted that more than 32,000 kilometers of roads and highways support significant daily traffic across the province.

The briefing emphasized that isolated terrorist incidents are often amplified by hostile networks to create a perception of widespread instability. Officials maintained that the majority of the province remains functional and continues to progress economically.

Reko Diq and Economic Opportunities

Security officials highlighted major development projects, particularly the Reko Diq mining project, as transformative opportunities for Balochistan’s future.

According to the sources, revenues, royalties, and economic benefits generated by mining and natural resource projects will contribute significantly to provincial development. They argued that the extraction and export of mineral resources can generate employment, attract investment, and improve living standards for local communities.

The officials stressed that Balochistan’s development is directly linked to Pakistan’s overall economic growth and national prosperity.

Defense Budget Increased Amid Growing Security Challenges

The briefing also addressed Pakistan’s defense spending. Security sources stated that the defense budget has been increased to approximately Rs. 3 trillion in response to evolving security requirements.

However, officials argued that inflation has significantly reduced the real value of defense allocations. They explained that more than 80 percent of the defense budget is consumed by essential expenditures, including salaries, rations, maintenance, and operational costs.

According to the sources, these expenditures ultimately contribute back to the national economy through employment and economic activity. After covering mandatory expenses, only a limited portion remains available for modernization, equipment acquisition, infrastructure development, and capability enhancement.

Officials further noted that India’s defense budget exceeds $90 billion, making it substantially larger than Pakistan’s military spending. Given this disparity, Pakistan’s armed forces must simultaneously prepare for conventional warfare, technological competition, and counterterrorism operations.

Water Security and the Indus Waters Treaty

Water security was identified as a matter of vital national interest. Security sources referred to the National Security Committee’s declaration of April 24, 2026, which emphasized that Pakistan would protect its water rights through all available national means.

Officials stated that Pakistan’s economy, agriculture, food security, and social stability are closely linked to water availability. Therefore, safeguarding water resources remains a strategic priority.

The briefing noted that Pakistan has pursued legal and diplomatic measures in response to what it describes as Indian violations of the Indus Waters Treaty. At the same time, officials emphasized the importance of improving domestic water management through the construction of reservoirs, canals, and stronger regulatory mechanisms.

Regional Peace Efforts and the Islamabad Peace Initiative

The senior security official also discussed Pakistan’s role in promoting regional peace and stability.

According to security sources, Pakistan’s political and military leadership seeks to encourage stability across the broader region and within the Muslim world. Officials stated that diplomatic engagement and mediation efforts helped prevent a potentially devastating conflict that could have had far-reaching consequences.

The sources described the initiative as a significant diplomatic achievement, emphasizing that successful conflict prevention often represents the highest form of strategic success.

They added that the peace process remains sensitive and requires confidentiality, responsibility, and careful diplomacy. Pakistan, they said, will continue to work with regional and international partners to support peace and dialogue despite attempts by spoilers to undermine these efforts.

Officials stated that the country faces a complex security environment involving conventional military threats, terrorism, economic challenges, and emerging technological risks.
