FIA Arrests CDA Officials for Issuing Fake NDCs on Disputed Plot

ISLAMABAD – (Web Desk) – FIA arrests CDA officials from the Capital Development Authority have landed two government employees behind bars. The Federal Investigation Agency’s Anti-Corruption Circle arrested Deputy Director Estate Management Sajjadullah and Dealing Assistant Yasir Arafat from Islamabad.

The case revolves around a farmhouse plot that was already stuck in legal dispute since 2022. Despite this, both officials processed the transfer documents as if the plot had no legal issues at all.

The dealing assistant submitted a proposal claiming there was no court case, no restriction, and no NAB inquiry against the plot. His supervisor, the deputy director, then approved the No Demarcation Certificate without even checking the file.

The transfer was completed in the name of Irum Kousar, wife of Raja Sajjad Rabbani, a Norwegian national. Rabbani later discovered that the ongoing litigation had been hidden from him, leaving him unable to sell or transfer the property.

An FIR was registered against both officials under Sections 420, 468, 471, and 109 of the Pakistan Penal Code along with Section 5(2) of the Prevention of Corruption Act, 1947.

Investigators say the officials acted with clear mala fide intent. They knowingly concealed the litigation status to push through a transfer that should have never been approved.

The FIA has confirmed the arrests and the case is now under active investigation.
