PERA enforces 10 percent free education quota compliance
Islamabad schools urged to implement 10 percent free education quota
ISLAMABAD: (Mudassar Iqbal) – The Private Educational Institutions Regulatory Authority (PERA) has submitted a compliance report to the Islamabad High Court outlining progress on the implementation of the 10 percent free education quota in private schools across the federal capital.
According to the report, there are 1,571 private educational institutions operating across five zones of Islamabad, with approximately 389,000 students currently enrolled. So far, 500 institutions have submitted required data regarding their infrastructure and student strength.
PERA stated that under the ongoing “No Child Left Behind” initiative, the target is to provide educational access to around 25,000 children through need-based scholarships. Priority will be given to orphans and children of martyrs under the policy framework.

The report also confirms that implementation of the Right to Free and Compulsory Education Act 2012 has formally begun in private schools, with several institutions already offering free education under the 10 percent quota requirement.
To ensure compliance, PERA has established a monitoring committee tasked with verifying data submitted by schools. Authorities are currently reviewing information provided through both manual submissions and the online portal.
The regulator warned that strict action will be taken against institutions that fail to submit required data under the PEIRA Act. Additionally, private schools have been instructed that renewal of registration certificates will now be conditional upon compliance with the 10 percent need-based scholarship policy.
