Eviction Drive Sparks Panic at Islamabad’s One Constitution Avenue After Court Ruling
Chaotic scenes unfolded at Islamabad’s One Constitution Avenue after authorities moved to take control of the building following a court decision cancelling its lease. Residents reported a tense atmosphere as police and officials went door-to-door late at night, instructing families to vacate within twenty-four hours.
According to residents, the sudden notices left little time for arrangements, with some alleging that apartment doors and locks were forcibly opened in certain cases. Access roads around the complex were also reportedly sealed during the operation, adding to the confusion and distress.
The action follows a ruling by the Islamabad High Court, which upheld the Capital Development Authority’s decision to cancel the lease of the high-rise over a multi-billion-rupee default. Petitions filed by the project developer, BNP Private Limited, as well as appeals by apartment owners, were dismissed.
The dispute dates back to a development approved in two thousand five, when the land was leased for ninety-nine years for a five-star hotel. However, the developer later converted the project into residential and commercial units, leading to prolonged legal battles.
Authorities told the court that the developer failed to meet financial obligations for over two decades, paying only about Rs2.9 billion out of an estimated Rs17.5 billion liability. Officials also cited earlier court decisions and a two thousand twenty-two admission by the company that it could not continue the project due to financial constraints.
Officials further argued that the stalled project deprived the capital of a planned five-star hotel, affecting arrangements for official visits and diplomatic events.
The case has involved multiple institutions, including inquiries by the Federal Investigation Agency and proceedings before the National Accountability Bureau.
Despite the court’s decision, residents say they have not received clear guidance on their legal status, compensation, or relocation, leaving many uncertain and anxious after the sudden eviction drive.
