Contract-Based DG Appointments Undermine Officers’ Rights and Morale

Islamabad: (News Desk) – Grade-19 officers of the Capital Development Authority (CDA) executive cadre have expressed strong reservations over the decision to appoint Director Generals (DGs) on a contract basis. They have submitted a formal application to the Chairman CDA and Chief Commissioner Islamabad, urging that the decision be withdrawn.

In their request, the officers argued that, under CDA Service Regulations, all DG positions fall under the promotion quota and must be filled through the promotion of eligible and experienced officers within the organization. They emphasized that appointing DGs on a contract basis is contrary to established legal and administrative procedures.
The CDA Officers Association has also criticized the move. In a statement issued by its General Secretary, the association stressed that CDA officers have dedicated a significant part of their professional lives to serving the institution, contributing to Islamabad’s development as a model capital city.

The association warned that external or contract-based appointments to senior positions not only violate the service structure but also undermine officers’ rights and negatively impact their morale.

It urged the CDA Chairman and board members to immediately halt the process of contract or external recruitment for DG positions and ensure that these posts are filled strictly through internal promotions, in line with CDA service rules, to safeguard officers’ legitimate career progression.
