Azerbaijan Pakistan 2 Nations 1 Heart

Relations between Azerbaijan and Pakistan cannot always be fully described through conventional diplomatic terminology. Partnerships between states can be established through agreements, but brotherhood between nations cannot be created by signing documents. Azerbaijan and Pakistan are precisely such two countries. There may be a geographical distance between us, but our shared political positions, mutual trust, and the support we have shown each other at the most difficult moments have long overcome that distance.

The people of Azerbaijan will never forget Pakistan’s consistent and principled support for our country’s territorial integrity. During Azerbaijan’s most difficult times, Pakistan did not make political calculations; it stood by us as a brotherly nation. Likewise, Azerbaijan has repeatedly demonstrated its support for Pakistan on issues of vital national importance. This is the true measure of a strategic relationship: not statements made in comfortable times, but the position taken when a friend faces difficult circumstances.

Today, Azerbaijan–Pakistan relations have entered a new stage. We are no longer speaking merely about two friendly countries supporting each other politically and diplomatically. A broad model of strategic partnership is emerging, encompassing the economy, energy, investment, defence industry, transport and logistics, education, tourism, and people-to-people ties.

Undoubtedly, the political will of the leaders of our two countries is one of the main driving forces behind this dynamic. The sincere relationship and personal trust between President Ilham Aliyev and Prime Minister Muhammad Shehbaz Sharif have given special momentum to Azerbaijan–Pakistan relations. One detail is consistently evident in their meetings: the two leaders approach each other not simply as official counterparts, but as leaders of brotherly nations. Personal trust does not replace interstate relations, but in politics it can become a powerful force accelerating them. The Azerbaijan–Pakistan relationship is a clear example of this.

The intensity of high-level reciprocal visits in recent years is therefore no coincidence. President Ilham Aliyev’s state visit to Pakistan, Prime Minister Shehbaz Sharif’s visits to Azerbaijan, and meetings held in Baku, Lachin and Khankendi demonstrate how the political geography of our relationship has expanded. In particular, the presence of Pakistan’s leadership alongside Azerbaijan during our Victory Day celebrations was perceived by Azerbaijani society not merely as a matter of protocol, but as another powerful manifestation of brotherhood.

The next important task is to transform this excellent political relationship into equally significant economic results. Azerbaijan’s plans for major investments in Pakistan open serious new prospects in this regard. Opportunities in energy, infrastructure, mining and other sectors demonstrate that the Baku–Islamabad axis is increasingly becoming a platform for major economic projects as well.

Azerbaijan does not view Pakistan merely as a large market. Pakistan, with its population of more than 240 million, important geographical position, status as a nuclear power, strong armed forces and significant economic potential, is one of the leading states of the Islamic world. Azerbaijan, meanwhile, is a political and economic leader in the South Caucasus and an important energy and transport hub connecting Europe and Asia. Bringing these two potentials together gives our relationship a strategic significance extending far beyond the boundaries of our respective regions.

Cooperation in defence and the defence industry is another area of particular importance. Azerbaijan and Pakistan possess capabilities that can complement each other. In today’s world, strategic alliances cannot be measured solely by trade figures. Security, technology and defence capabilities are also integral components of such relations.

Another important dimension is the Azerbaijan–Türkiye–Pakistan trilateral format. I regard this not simply as political cooperation among three friendly countries, but as a strategic platform for the future. Azerbaijan, Türkiye and Pakistan together represent considerable political, economic, military and demographic potential. Deeper cooperation among these three countries is not directed against anyone. On the contrary, it can contribute to stability, economic cooperation and the creation of new connectivity across a much broader geography.

Relations between our peoples constitute perhaps the strongest foundation of this entire political architecture. In Azerbaijan, the Pakistani flag is not perceived as the flag of a distant or unfamiliar country. There is also genuine affection for Azerbaijan within Pakistani society. The growing number of Pakistani visitors to Azerbaijan, expanding direct air connectivity and increasing people-to-people contacts are bringing this friendship into everyday life.

In my view, the greatest strength of Azerbaijan–Pakistan relations is that they are not an artificial geopolitical project. They are based on decades of trust, mutual respect and, most importantly, sincere affection between our peoples.

The world is changing rapidly. Old alliances are being tested, new centres of power are emerging, and states are searching for reliable partners. In such a world, Azerbaijan and Pakistan do not need to search for each other as new friends. We have already found each other.

Our task now is to transform this brotherhood into major economic projects, stronger defence cooperation, new transport links, mutual investments and closer ties between future generations.

The political will and personal friendship between President Ilham Aliyev and Prime Minister Shehbaz Sharif provide an exceptionally strong foundation for this process. The steadily rising trajectory of Azerbaijan–Pakistan relations shows that our two countries are no longer relying only on the friendship of the past — we are building the strategic partnership of the future together.

A strong Pakistan matters to Azerbaijan. A strong Azerbaijan matters to Pakistan.

Because in genuine brotherhood, the strength of one does not come at the expense of the other. The strength of one makes the other stronger.
