KUWAIT CITY (Web Desk) – The Ministry of Health of Kuwait has issued a ministerial decree mandating that all doctors and dentists in the country must pass a unified national licensing examination before practising.
The decree, signed by Minister of Health Dr Ahmed Abdulwahab Al-Awadhi, requires medical and dental professionals to successfully complete the Kuwait Medical Licensing Examination (KMLE) or Kuwait Dental Licensing Examination (KDLE) prior to practising or being appointed as resident physicians or assistant registrars.

The KMLE and KDLE will serve as national benchmarks to assess scientific knowledge and professional competence, with the goal of ensuring high standards of patient safety and quality of care across Kuwait’s healthcare system.
A dedicated KMLE board will be established within the Kuwait Institute for Medical Specializations, chaired by the institute’s Secretary-General. The board will include senior representatives from the health, academic, and regulatory sectors and will oversee examination policies, approve standards, and ensure institutional governance.
Under the new decree, promotion procedures are also being reformed. The previous requirement for a comprehensive examination to advance from resident to registered assistant has been removed for professionals covered by the new licensing system.
The regulations will take effect from 1 January 2027, and any conflicting provisions in existing regulations will be formally annulled.
