UAE Introduces Streamlined Work Permit Process for Overseas Workers
UAE Allows Permit Replacement Within Six Months Under Set Conditions
DUBAI –: The UAE Ministry of Human Resources and Emiratisation (MOHRE) has rolled out a simplified and more transparent process for employers seeking to hire workers currently residing outside the country. The new system, which applies to both skilled and unskilled labour, aims to improve efficiency and compliance in the recruitment process.
According to an official announcement via social media, the process involves four key steps. Employers must first log in using UAE Pass or their digital ID, submit the work permit application through designated service channels, and upload all required documents. If the application is complete, it is automatically approved and forwarded to the Ministry; otherwise, the employer will be notified to rectify any missing information.
Once the application is approved, employers must pay federal fees and submit a signed job offer along with insurance or a bank guarantee to finalize the permit.
Skilled Labour Requirements
For skilled roles, additional verification is required. Educational qualifications must be authenticated by the Ministry of Higher Education, with results expected within two weeks. Required documentation includes a valid passport copy, a recent colour photo, and a certified educational certificate, depending on the job level.
The MOHRE classifies jobs into nine skill levels, with certificates mandatory for levels 1 to 5. However, to qualify as skilled, a worker must earn a monthly salary of at least AED 4,000—regardless of educational qualifications.

Certain professions, such as healthcare, education, law, and sports training, also require specific licences issued by relevant UAE regulatory bodies.
Applicants from Pakistan, Afghanistan, Iraq, and Iran must additionally submit a valid national ID card featuring clear data and images of both sides.
Conditions for Approval
To be eligible for the streamlined hiring process, businesses must possess a valid trade licence with no violations, hold an available electronic quota, and have legal authority to process work permit applications. Workers must be at least 18 years old and not already under an active UAE work permit.
The ministry also outlined conditions for permit replacement within six months of issuance, which may occur in cases such as a change in nationality, provided the job title and gender remain unchanged. In such instances, the original entry permit must be cancelled through the Federal Authority for Identity, Citizenship, Customs & Port Security.
MOHRE stated that these updates reflect ongoing efforts to enhance labour market governance, promote legal hiring practices, and facilitate a smoother onboarding process for overseas talent.
