Sindh Building Control Authority’s Legal Section in Shambles:
Legal Section's Inactivity Fuels Illegal Constructions
Karachi(Asad Ali Shah)-The Sindh Building Control Authority’s (SBCA) legal section has become completely inactive due to a shortage of officers and their absence from work. This has led to a surge in illegal constructions across Sindh, particularly in Karachi, where the city’s infrastructure is under threat.
Despite having over 7,000 pending cases, the legal department has only three officers left, with one visiting the office only twice a year. The remaining officers are unable to perform their duties effectively, leading to a backlog of cases and criticism from judges.
The SBCA had previously hired contract lawyers, but their contracts have expired, and they continue to appear in courts without authorization. The authority’s higher officials have ignored the issue, leading to further chaos.

The inactivity of the legal section has emboldened illegal builders, and the number of cases is increasing. The SBCA’s officers are shying away from pursuing cases, and the contract lawyers are delaying proceedings.
The Director General of SBCA has been criticized for inattention to this critical matter, and other officers have requested the Minister of Local Government and Chief Minister of Sindh to intervene. If the situation persists, Karachi and other districts of Sindh will become a concrete jungle, leading to the destruction of infrastructure.
