Prime minister’s appointment authority transferred to lower hierarchy
In a recent shift in powers, the authority of the prime minister to create various appointments and posts has been terminated.
Islamabad: The decision greenlit by the Federal Cabinet entrusted the responsibility to Ministers, Ministers of State, and Secretaries.
Previously held solely by former prime minister Imran Khan, this authority has now been redistributed following the Cabinet’s approval of recommendations. Under the new arrangement, ministers, advisers, ministers of state, and secretaries will wield the power to create appointments and vacancies.
Government sources revealed plans to bolster ministries and divisions with expert professionals. The Ministry of Finance, in collaboration with the Establishment Division, will spearhead the creation of posts for these professionals. Recruitment will adhere to a competitive process overseen by a specialized selection board.

The appointment process will see consultants vetted and approved by the respective minister, minister of state, or adviser. Similarly, research associates and young professionals’ appointments will require the endorsement of the relevant secretary.
However, the appointment of technical advisors will necessitate the Prime Minister’s approval.
This overhaul aims to infuse expertise and efficiency into governmental functions, ensuring a merit-based approach to appointments across various sectors.
With power decentralised, a more streamlined and responsive administrative framework is envisaged, promising enhanced governance and effectiveness in delivering public services.
