Under the new policy, colleges that delay publishing merit lists will face a fine of Rs500,000, followed by an additional Rs50,000 for every subsequent day of delay.
Institutions admitting students beyond their allocated seats will be fined an amount equivalent to the annual tuition fee for each additional student. They may also face a 50 per cent reduction in their approved seats during the next admission cycle.
The policy prescribes a fine of Rs50,000 per student for delayed registration, Rs75,000 for late reporting of graduation and Rs30,000 for delays in submitting annual examination results.
Colleges will also face a penalty of Rs100,000 for delayed reporting of student transfers or withdrawals. Violations of regulations governing fees and other charges will attract a fine of Rs200,000.
The PMDC has made online reporting mandatory for medical and dental colleges, universities and students. All required documents must be submitted through the council’s designated online portal using the prescribed formats. Non-compliance may result in penalties.
The policy also makes completion of a minimum one-year house job compulsory for obtaining a full licence. Teaching hospitals are required to submit house job completion certificates to the PMDC within 10 days of completion.
However, institutions must be served a notice and given an opportunity to explain their position before a fine is imposed. Repeated violations may result in restrictions on future admissions or further legal action.
