Fixed Tax Scheme Offers Simple, Optional Relief for Pakistan's Small Shopkeepers
Pakistan – (Web Desk) – The government has launched a fixed tax scheme to make tax filing easier for small shopkeepers across Pakistan. Under this plan, traders can either join the new fixed tax system or continue under the regular tax regime — the choice is entirely theirs.
Traders who join the scheme will mostly stay safe from tax audits. If an audit is ever needed, it will only happen after talking to a committee made up of traders’ representatives. This gives shopkeepers more protection and peace of mind.
Shopkeepers who skip both options — neither joining the scheme nor filing regular returns — will face growing penalties. The fine is Rs10,000 in the first month, Rs25,000 in the second, and Rs50,000 in the third month.
Street vendors and pushcart operators are not part of this scheme. Traders who do join must make sure their tax payment this year is at least equal to what they paid last year.

Every registered trader will get an official plate from the Federal Board of Revenue (FBR). The plate will show the trader’s name, shop name, and confirm them as a responsible taxpayer. Participants will also be free from the FBR’s point of sale (POS) requirement.
Pakistan Retail Business Council Chairman Ziad Bashir called it a “credible first step” toward bringing informal shopkeepers into the tax net. He noted it was a clear departure from the failed Tajir Dost Scheme, which saw almost no voluntary registration. However, he warned that real success depends on how the scheme is actually carried out.
