CTP Officers Visit BISP to Study Welfare Programs
Civil Services Officers gain practical insights into BISP’s social protection initiatives, empowering millions through education, health, and financial programmes.
Islamabad – A delegation of 136 Probationary Officers from the 53rd Common Training Programme (CTP) of the Civil Services Academy, Lahore, visited the Benazir Income Support Programme (BISP) Headquarters to gain an in-depth understanding of BISP’s vision, mandate, and flagship social protection initiatives.
Secretary BISP, Amer Ali Ahmad, briefed the delegation on the Government of Pakistan’s efforts to strengthen social protection systems and informed them that, for the first time in the country’s history, Social Protection Wallets are being activated for over 10 million women beneficiaries under the Prime Minister’s vision of a cashless economy. He stated that 5.67 million free SIMs have been distributed so far, marking the largest such initiative nationwide, aimed at ensuring transparency, security, and convenience in benefit disbursement.

The Secretary provided a comprehensive overview of BISP’s core programmes, including Benazir Kafaalat, Benazir Taleemi Wazaif, Benazir Nashonuma, and the National Socio-Economic Registry (NSER), which he described as the backbone and pride of BISP. He highlighted that more than 10 million beneficiaries are currently receiving financial assistance under Benazir Kafaalat, while 12.4 million children have been enrolled under Benazir Taleemi Wazaif to promote education.
He further shared that the Benazir Nashonuma Programme has contributed to a 6.4 percent reduction in child stunting, as reported by Aga Khan University. The NSER presently covers 38.7 million households, making it the largest socio-economic database in the country after NADRA.
Secretary BISP also briefed the participants on the launch of the Benazir Hunarmand Programme (BHP), which aims to provide skills training to beneficiaries and their family members. He noted that over 600 registrations have already been completed under the programme. In addition, he discussed initiatives such as the Nutrition Programme for Adolescent Girls, the deployment of Mobile Registration Vehicles to reach remote and underserved areas, and the ongoing Digital and Financial Literacy Programme for women beneficiaries.

An interactive question-and-answer session followed, during which the probationary officers shared observations and sought further insights into BISP’s operations and reforms. The visit concluded with the presentation of a commemorative shield to Secretary BISP Amer Ali Ahmad by Dr. Syed Shabbir Akbar Zaidi, Director (CTP/Capacity Building), on behalf of the Civil Services Academy, followed by a vote of thanks and appreciation by Ms. Maryam Sabir Hussain.
