New ADB Loan Aims to Expand Insurance Coverage

ISLAMABAD: (Web Desk) – The Asian Development Bank (ADB) has approved a $700 million loan for Pakistan to support reforms aimed at strengthening the country’s insurance sector, expanding coverage, and enhancing the resilience of the financial system.

According to the ADB, the programme seeks to reduce Pakistan’s insurance protection gap, encourage greater private-sector participation, and improve the economy’s ability to withstand future financial and environmental risks.

The bank noted that Pakistan’s insurance sector currently accounts for only 0.7 percent of the country’s GDP, underscoring the need for comprehensive structural reforms.

To address these challenges, the government, with ADB support, is introducing an Insurance Transformation Programme designed to modernise the sector and improve accessibility.

Under the initiative, specialised insurance products will be developed for farmers, women, and vulnerable communities to provide broader financial protection and support inclusive growth.

The programme will also promote advanced risk-management mechanisms, particularly for natural disasters and climate-related events that frequently impact livelihoods and economic activity.

ADB stated that the reforms will introduce satellite-based risk assessment technologies, expand digital insurance services, and streamline claims processing systems to improve efficiency and customer access.

In addition, the programme is expected to encourage long-term savings, boost investment activity, and support the development of Pakistan’s bond markets and private pension products.

The bank believes these reforms will help transform Pakistan’s insurance industry from a conventional structure into a modern, risk-based system capable of supporting sustainable economic growth and faster recovery from future shocks.

The initiative marks a significant step toward strengthening financial resilience and expanding insurance access for millions of Pakistanis.
