Dr. Maqsood Jafri: The Scholar-Statesman of Kashmir

Dr. Nisar Burki
Pretoria. South Africa

A nomination for the presidency rooted in merit, vision, and service to Kashmir.

As the political machinery in Muzaffarabad works to resolve administrative delays and schedule the election for the next President of Azad Jammu & Kashmir (AJK), a crucial question echoes through the corridors of power: In times of uncertainty, what kind of leader should occupy the state’s highest office?

The Presidency of AJK is not merely a ceremonial role. It is the moral and constitutional anchor of a state still fighting for its right to self-determination. While political parties in Pakistan proper discuss electoral strategies, the people of Kashmir require a leader who embodies their struggle, intellect, and dignity.

That man is Prof. Dr. Maqsood Jafri.

A Legacy of Literary and Political Excellence

Dr. Maqsood Jafri is not a newcomer to public service or intellectual discourse. He represents a rare fusion of the scholar and the statesman. Coming from a family steeped in literary tradition—with his father, the late Tahseen Jafri, being a distinguished poet—Dr. Maqsood Jafri has spent a lifetime bridging the gap between the written word and political action .
While many politicians rely on speechwriters to articulate the pain of the Line of Control, Dr. Jafri has authored the narrative. To date, he has published approximately 35 books in Urdu, English, and Persian. These are not merely academic exercises; they are strategic tools for diplomacy. His English publications on the Kashmir issue serve as vital resources for international forums, providing the historical and legal frameworks necessary to advocate for the Kashmiri cause on the global stage. His two book on Kashmir titled” The Plight of Kashmir” and “ Kashmir: Under Siege” were published by National Book Foundation, Islamabad, Federal Ministry of Education are remarkable treaties on Kashmir.

He is a Global Recognition of a Kashmiri Voice.

Dr. Jafri’s work has not gone unnoticed by the international community. Recently, he was conferred “The Certificate of Recognition” by the Union of Literary Ambassadors of the World, an honor reserved for those who champion peace and human rights . Furthermore, academic researchers have analyzed his poetry for its promotion of Kashmiriyat—the unique socio-cultural identity of Kashmir—noting that his work goes beyond aesthetics to offer “concrete suggestions for the solution of the Kashmir issue”.

This international stature is vital for AJK. As the President, Dr. Jafri would serve as a powerful ambassador, using his existing global network to keep the Kashmir liberation movement alive in Western capitals and international institutions.
The presidency requires a deep understanding of governance. Dr. Jafri is not merely an academic; he has been in the trenches of Pakistani and Kashmiri politics for decades.

He previously served as an advisor to former Prime Minister of Pakistan, Benazir Bhutto on Political Research Cell, as well as an advisor to former Prime Minister of AJK, Sardar Muhammad Abdul Qayyum Khan . This experience provides him with an intrinsic understanding of the delicate relationship between Islamabad and Muzaffarabad. He understands fiscal policy, administrative challenges, and, most importantly, the security dynamics of the region.

Why Dr. Jafri for President?

As the AJK High Court and the Election Commission work to fulfill their constitutional duties, the selection of the President must transcend partisan politics . The next President will inherit an office that is a symbol of the 13 million Kashmiris living in exile and under occupation.

Dr. Maqsood Jafri offers three specific assets:
1. Intellectual Authority: Nearly about seven literary researchers have done M.Phil and two have done Ph.D. degrees on him. Some other scholars are doing research on his philosophy and political views, offering a level of erudition rarely seen in contemporary politics, literature and philosophy.

2. He can engage with international diplomats on equal intellectual footing.

3. The Voice of the Movement: His poetry and prose keep the spirit of the 1947 liberation movement alive. He is a standard-bearer for “opposition to oppression,” which he considers the essence of faith .

4. National Dignity: In a time of political noise, Dr. Jafri brings refinement. He represents the dignified, resilient face of Kashmir that the world needs to see.

5. Summing up, it is essential to mention that Azad Kashmir stands at a crossroads. The right man in the presidential election is a concern,as it provides an opportunity for reflection . The state does not simply need an administrator; it needs a visionary. It needs a leader who can articulate the pain of the occupied territories in one breath and recite the poetry of human unity in the next.

By nominating Dr. Maqsood Jafri for the Presidency, the leadership of Azad Kashmir would send a powerful message: that the state is led by its brightest mind, its most eloquent voice, and a servant of humanity ready to fight for justice. He is, without doubt, the most suitable personality for this historic responsibility .
