Govt committed to transforming police force into modern, tech-driven entity: CM Sindh
KARACHI: Sindh Chief Minister Syed Murad Ali Shah has reaffirmed the provincial government’s dedication to transforming the Sindh Police into a more efficient and technology-driven force to enhance public safety and build greater trust in law enforcement across the province.
Addressing participants of the 51st Specialised Training Program and the 27th Initial Command Course for Assistant Superintendents of Police (ASPs) at the CM House, Murad Ali Shah highlighted several key initiatives aimed at modernizing the police force. The event was attended by key officials including Chief Secretary Asif Hyder Shah, Home Secretary Iqbal Memon, IG Police Ghulam Nabi Memon, and others.
The CM emphasized that the Sindh Police, established in 1843 and the oldest police organization in the subcontinent, is undergoing a transformation to meet modern law enforcement challenges. With a sanctioned strength of 162,000 personnel, it is the second-largest police force in Pakistan, dedicated to crime prevention, detection, and maintaining law and order.
Murad Ali Shah discussed several key projects designed to modernize the force, including the Smart Surveillance System (S4 Project), which will install surveillance cameras at 40 toll plazas across the province. This system aims to enhance real-time monitoring at critical entry and exit points, improving response times and situational awareness while streamlining police operations.
The Chief Minister also pointed to the Karachi Safe City Project, which is expected to significantly enhance the Sindh Police’s capabilities, ensuring improved safety and security in Pakistan’s largest city. In addition, the Sindh Habitual Offenders Monitoring Act, 2022, will allow the electronic tagging of habitual criminals involved in street crimes, enabling real-time tracking and promoting safer neighborhoods.
On the financial front, Murad Ali Shah highlighted significant budget allocations to strengthen key departments within the Sindh Police. These include Rs 2.7 billion for the Counter-Terrorism Department (CTD), Rs 1.2 billion for the Special Branch, and Rs 600 million for the Investigation Branch. The government has also earmarked Rs 6 billion for police stations and empowered Station House Officers (SHOs) with Drawing and Disbursing Officer (DDO) powers.

The Sindh government has introduced a comprehensive health insurance program valued at Rs 4.961 billion for police personnel and their families. The Chief Minister also announced an enhanced Shaheed (Martyr) Package, increasing compensation from Rs 10 million to Rs 23 million and ensuring continued salary payments until retirement. Families of martyrs will also receive two government jobs.
Murad Ali Shah stressed the importance of skill development and training, noting that the government is investing in training programs for police officers, prosecutors, and judges to ensure effective implementation of laws and policies. He added that these capacity-building initiatives are designed to prepare personnel for the modern challenges of law enforcement.
