Scandal Unfolds at CDA Hospital: Allegations of Corruption and Administrative Misconduct Surface

Hospital insiders reveal a troubling pattern of "ghost duty."

ISLAMABAD (Special Reporter) – Capital Development Authority (CDA) Hospital is currently embroiled in a major controversy as reports of high-level administrative irregularities and financial corruption have surfaced, pointing toward a systemic breakdown of oversight within the institution.

Illegal Appointments and Ghost Duty

At the center of the storm is Dr. Tanseer, who reportedly continues to hold the dual charge of Director of Planning & Development (P&D) and Director of Purchase, despite the official abolition of the P&D Director post.

Hospital insiders reveal a troubling pattern of “ghost duty.” Sources claim that Dr. Tanseer is habitually absent from his clinical and administrative responsibilities, appearing at the hospital only to sign lucrative procurement files within the Purchase Department.

Developments in Capital Development Authority

Unauthorized Foreign Trips and Corporate Influence

The allegations extend beyond domestic misconduct. Sources close to the administration disclose that Dr. Tanseer has undertaken dozens of international trips without obtaining the mandatory No Objection Certificate (NOC) from the relevant government authorities.

More alarmingly, it is alleged that these trips were funded by a private surgical company—a clear violation of conflict-of-interest protocols. Reports suggest he was accompanied on several of these sponsored visits by a female colleague from the same hospital.

The “Exit Strategy”: Deputation to SZABMU

As internal pressure mounts, sources suggest that Dr. Tanseer is attempting to evade potential corruption inquiries by seeking a strategic transfer.
”There is a move to shift him to the post of Registrar at Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) on deputation,” a source claimed.
The bureaucracy within the Ministry of National Health Services has reportedly initiated preliminary paperwork to facilitate this move, despite the pending allegations.

Official Responses (Or Lack Thereof)

When approached for a statement regarding these serious allegations of financial impropriety and unauthorized absences, Dr. Tanseer chose not to respond.
Meanwhile, the Executive Director (ED) of CDA Hospital distanced the hospital management from the controversy surrounding the official’s potential transfer. The ED stated he had no knowledge of a pending NOC for Dr. Tanseer’s deputation, clarifying that such permissions fall strictly under the jurisdiction of the CDA’s central administration.

As the scandal gains momentum, calls for a high-level inquiry by the Federal Investigation Agency (FIA) or the National Accountability Bureau (NAB) are growing among hospital staff and transparency advocates.
