Saudi Arabia Announces Strict Penalties for Unauthorized Hajj Attempts
Illegal Hajj Pilgrims Face Deportation, 10-Year Ban, and Vehicle Confiscation
RIYADH: — The Saudi Ministry of Interior has issued a stern warning against unauthorized Hajj attempts, announcing heavy fines and strict measures for violators and their facilitators in an effort to ensure a safe and orderly pilgrimage season.
The new rules will be enforced from the 1st of Dhul-Qi’dah to the 14th of Dhul-Hijjah, during which entry to Makkah and the holy sites will be strictly monitored.
Individuals caught performing or attempting to perform Hajj without a valid permit will face fines of up to 20,000 Saudi Riyals. The penalty also applies to holders of all types of visit visas who enter or remain in Makkah during the restricted period without proper authorization.
The crackdown also targets those who assist or facilitate unauthorized Hajj activities. Facilitators, including sponsors of visit visas for violators, transporters, or anyone offering accommodation, may face fines of up to 100,000 Saudi Riyals per person involved. These penalties will increase proportionally with the number of violators involved.
The ministry further announced that illegal infiltrators, including residents and over stayers attempting to perform Hajj, will be deported and banned from re-entering Saudi Arabia for 10 years. Additionally, vehicles used to transport unauthorized pilgrims may be confiscated, especially if owned by the violators or their accomplices.

Authorities underscored that the strict enforcement is intended to safeguard the sanctity, security, and smooth management of the annual pilgrimage. The Ministry of Interior urged all citizens, residents, and visitors to adhere strictly to Hajj regulations and avoid involvement in any unauthorized activities.
