PSB Enforces “Term Rules 2025”: Age Limit Set at 70, Strict Penalties for Violations

Vacated positions must be filled through elections, and any interim tenure will count toward the eight-year cap.

Islamabad — The Pakistan Sports Board (PSB) has officially implemented the “Term Rules 2025,” introducing strict regulations for office bearers of national sports federations. The new rules, issued in line with the National Sports Policy 2005, aim to ensure transparency, good governance, and accountability in the sports administration landscape.

According to the notification, the position of President is now officially recognized as the top office in any sports federation. Titles such as Chairman, CEO, or other equivalents will no longer be accepted.

A maximum age limit of 70 years has been set for all office bearers, after which the position will be considered automatically vacated. Additionally, no individual may serve in more than one federation at a time. Federations have been given 90 days to amend their constitutions to comply with the new rules.

The “Term Rules 2025” comprise six main clauses and 24 sub-clauses. Key highlights include:

  • A maximum of two four-year terms per office (total of eight years).

  • Individuals previously holding senior posts are barred from contesting lower positions.

  • Vacated positions must be filled through elections, and any interim tenure will count toward the eight-year cap.

The rules also introduce severe penalties for violations. If misconduct is proven, the Director General (DG) of PSB may impose a ban of 4 to 6 years, during which the individual will be barred from all financial, advisory, and participatory roles in sports governance. Repeated or serious violations may lead to lifetime disqualification.

To enhance transparency, the PSB will maintain a centralized database and publish a public list of disqualified individuals on its official website.

Those affected may appeal to the Panel of Adjudicators, as per the procedures outlined in the “Code of Ethics and Governance in Sports.” Failure to comply with these rules may result in the cancellation of a federation’s registration and suspension of government funding.

With these sweeping reforms, PSB aims to standardize leadership terms, prevent conflicts of interest, and promote ethical governance in Pakistani sports.
