Pakistan Conducted Over 67,000 Intelligence-Based Operations This Year: DG ISPR

According to DG ISPR, from 4 November 2025 to date, security forces carried out 4,910 intelligence-based operations, eliminating 206 terrorists.

ISLAMABAD: Director General Inter-Services Public Relations (DG ISPR) shared an extensive briefing with senior journalists on 25 November, detailing Pakistan’s internal security operations, border challenges, and regional threats, particularly those emanating from Afghanistan.

According to DG ISPR, from 4 November 2025 to date, security forces carried out 4,910 intelligence-based operations, eliminating 206 terrorists. During the ongoing year, 67,023 IBOs have taken place nationwide, including 12,857 in Khyber Pakhtunkhwa and 53,309 in Balochistan. In total, 1,873 terrorists were neutralized this year, among them 136 Afghan nationals.

Border Management & the Afghan Regime’s Role

The DG ISPR rejected “misleading propaganda” against Pakistan’s security agencies regarding border management, emphasizing that the Pak-Afghan border is one of the most difficult terrains in the world. KP alone shares 1,229 km of this border with 20 crossing points, where many villages are divided across both sides, moving control a major challenge.

He said border fencing is only effective when covered by observation and fire, and creating forts every few kilometers would require massive resources. He also highlighted that border management worldwide is a joint responsibility, but the Afghan Taliban regime is facilitating cross-border terrorism instead of controlling it.

DG ISPR stated that terror training centers, leadership of Al-Qaeda, ISIS, and other groups remain active inside Afghanistan, receiving funding and weapons that are used against Pakistan. He reiterated Pakistan’s demand for a verifiable mechanism to ensure Afghan soil is not used for terrorism, adding that Pakistan has provided undeniable evidence to Kabul.

Political–Crime Nexus & Smuggling

DG ISPR pointed out a powerful political-terror-crime nexus across the border that enables terrorism, including the use of non-custom paid vehicles for suicide attacks. He questioned provincial responsibility in dealing with illegal vehicles and smuggling networks.

He highlighted the massive scale of Iranian diesel smuggling, stating that before the crackdown, 20.5 million liters per day were being smuggled, which now stands reduced to 2.7 million liters. Smuggling proceeds reportedly fund groups like BLA and BYC.

Afghan Refugees & Doha Commitments

Pakistan has facilitated the dignified repatriation of 366,704 Afghan nationals in 2024 and 971,604 in 2025. In November alone, 239,574 individuals returned.

He criticized the Taliban regime’s stance that militants are “guests” who migrated from Pakistan, calling it illogical: “If they are Pakistani citizens, hand them over so we can deal with them according to our law. How can someone be a guest if they cross the border armed?”

Indian Narrative & Disinformation

DG ISPR slammed Indian leadership for “self-deceptive thinking,” referencing the Indian Army Chief’s statement on “Operation Sandur.” He called repeated Indian claims an attempt to pacify domestic anger after failures.

He also warned of foreign-operated X accounts spreading toxic narratives against Pakistan: “The social media being seen in Pakistan is often driven by external hands.”

National Action Plan Implementation

He affirmed that all political parties agree that counter-terrorism solutions lie in the National Action Plan (NAP). While Balochistan has established complete provincial, divisional, and district-level structures under NAP, KP still lacks similar implementation.

Due to NAP efforts, 27 districts of Balochistan—covering 86% of the province—are now under police jurisdiction, and the government maintains 140 daily, 4,000 monthly engagements with local communities.

‘No Good or Bad Terrorists’

DG ISPR reiterated Pakistan’s uncompromising stance:
“For us, there is no distinction between good and bad terrorists. The only good terrorist is the one eliminated.”

He concluded by emphasizing Pakistan’s resilience:
“We are on the right side of history. Truth always prevails, and we stand firm on truth.”
