NADRA Pushes Ahead with Biometric Policy at Key Implementation Meeting

NADRA Holds Consultations, Demos CRMS App for Officials

Islamabad— The National Database and Registration Authority (NADRA) convened the second meeting of the Implementation Committee for the National Registration and Biometric Policy (NR&BP) Framework at its Islamabad headquarters today. The meeting marked a significant step in advancing efforts to modernize Pakistan’s national registration and biometric infrastructure.

In his opening remarks, Chairman NADRA emphasized the authority’s commitment to bridging existing gaps in the civil registration system through the NR&BP Framework. He outlined key initiatives aimed at establishing a unified, secure, and efficient registration system by integrating NADRA’s capabilities with feeder agencies, including the Provincial Civil Registration Management System (CRMS).

A key highlight was the introduction of the CRMS Mobile App, designed to allow citizens to register births, deaths, and changes in marital status via their smartphones. The app will be piloted in Punjab. Complementing this, biometric verification systems are being deployed across Union Councils (UCs) in the province to support walk-in registrations.

The Chairman also announced the rollout of NADRA One Window Counters at all UCs in Islamabad, providing citizens with integrated services under one roof. These measures aim to enhance the accuracy and efficiency of civil record-keeping.

Chairman of the Pakistan Telecommunication Authority (PTA), who heads the subcommittee developing the National Biometric Policy, presented updates on stakeholder engagement and the drafting of the policy. The first draft is currently under development and will be refined based on feedback from relevant parties.

The meeting featured a consultative session with representatives from key federal and provincial ministries and agencies, discussing implementation strategies, policy alignment, and operational challenges. A live demonstration of the CRMS Mobile App was also provided to local government officials.

Senior representatives from Ministries of Planning, Interior, IT & Telecom, Law, IPC, and other federal and provincial entities attended in person or virtually. The event underscored the government’s collaborative approach to building a comprehensive and future-ready registration and biometric ecosystem.
