Kuwait Introduces Unified Licensing Exam for Doctors

According to the ministry, the new system will come into effect on January 1, 2027

KUWAIT CITY (Web Desk): The Ministry of Health has issued a ministerial decree mandating that all doctors and dentists pass a unified national licensing examination before practising in Kuwait.

The decree was issued by Health Minister Ahmed Abdulwahab Al-Awadhi and requires medical professionals to successfully complete either the Kuwait Medical Licensing Examination (KMLE) or the Kuwait Dental Licensing Examination (KDLE). Passing the relevant exam will now be compulsory before practising medicine or dentistry, as well as prior to appointment as resident physicians or assistant registrars.

Under the new regulation, the KMLE and KDLE will serve as national benchmarks to evaluate scientific knowledge and professional competence. The move aims to strengthen patient safety standards and enhance the overall quality of healthcare services in the country.

A dedicated KMLE board will be established within the Kuwait Institute for Medical Specializations. The board will be chaired by the institute’s Secretary-General and will include senior representatives from the health, academic and regulatory sectors. It will oversee examination policies, approve standards and ensure institutional governance.

The decree also introduces reforms to the promotion process, removing the requirement of a comprehensive examination for advancement from resident to registered assistant for those covered under the new licensing framework.

According to the ministry, the new system will come into effect on January 1, 2027, and any regulations conflicting with the updated measures will be formally annulled.
