Kabul ulema’s statement on terrorism: Afghan Foreign Minister issues response
Afghan Foreign Minister Amir Khan Muttaqi has issued a clear warning that no Afghan citizen is permitted to engage in military operations outside the country, stressing that those who violate this directive will face strict action from the Islamic Emirate. His statement came in response to the discussions in Kabul ulema conference.
Speaking at the Ulema Convention in Kabul, Muttaqi said that safeguarding the current system is a collective responsibility shared not only by the nation’s security institutions but by all Afghans. He reiterated that Afghan soil must not be used against any other state, underscoring the government’s commitment to preventing cross-border militancy.
Muttaqi noted that religious scholars at the convention had reached a unified position: any Afghan involved in armed activity beyond the country’s borders will be deemed disobedient to the Islamic Emirate, and authorities reserve the right to take legal and disciplinary measures.
His remarks follow a recent gathering of Ulema and religious leaders at Kabul University, where a formal declaration was issued stating that no individual will be allowed to carry out military operations outside Afghanistan. The declaration further stated that anyone doing so would be considered a rebel against the Islamic Emirate.
The renewed warnings highlight the government’s effort to reinforce internal control and reassure neighboring countries that Afghanistan will not serve as a base for external militancy.
