IHC Nullifies Unjust Government Employee Promotion Delays
The court ordered that if a promotion is deferred or denied
ISLAMABAD (Web Desk) – The Islamabad High Court has ruled on petitions concerning the promotion of government employees, declaring that decisions to ignore or delay promotions without proper justification are invalid.
In a brief four-page written judgment, Justice Inam Amin Minhas directed the Establishment Division to resubmit the cases of the petitioners to the Departmental Selection Board for reconsideration.
The court instructed the board to review all cases under Rule 18 of the Civil Servants Promotion Rules 2019, ensuring that each officer is evaluated through a fair, independent, and transparent process.

The judgment emphasized that board members must avoid relying on external influences, personal opinions, or irrelevant material when assessing candidates. It further stated that any concerns regarding an officer’s integrity must be supported by clear and documented evidence.
Additionally, the court ordered that if a promotion is deferred or denied, the reasons must be clearly recorded, specific, and reasonable.
Importantly, the ruling also upheld the right of petitioners to access records and proceedings related to their cases, stating that confidentiality cannot be used as a blanket excuse to withhold such information.
