FIA Mulls Action Against PMDC President for Failure to Act Against Unrecognized Colleges

Islamabad, September 8, 2025 — FIA sources on condition of anonymity have informed that the Federal Investigation Agency (FIA) is considering legal proceedings against the President of the Pakistan Medical and Dental Council (PMDC) for failing to initiate mandatory action under the PMDC Act 2022 against institutions like Suleman Roshan Medical College that have been admitting students without qualifying recognition inspection.

According to an FIA letter and the minutes of the PMDC Executive Committee meeting held on 22 August 2025 available with this scribe, the following facts were established:

  1. Suleman Roshan Medical College has been admitting students despite not having qualified inspection for recognition.
  2. The institution never passed a Pakistan Medical Commission (PMC) or PMDC inspection. College has been inspected in 2025, the result of those inspections have not yet been announced.
  3. The recognition case of the College has not been presented to the Council for consideration or approval to date so it is not recognized and legally cannot admit students
  4. No recognition or approval has been granted by the PMDC at any stage.
  5. Despite this, the President PMDC facilitated the notification of the college in the WHO World Directory of Medical Schools on June 1, 2024 which is available on the WHO website (link).

Under Sections 34 and 35 of the PMDC Act 2022, operating an unrecognized medical or dental college and admitting students without inspection-based approval is a criminal offence punishable by up to five years imprisonment, a fine of Rs. 20 million, or both.

The President of PMDC is the designated authority responsible for initiating proceedings against institutions found guilty of illegal admissions. However, despite being aware of the violations, neither the President nor the Registrar took action against Suleman Roshan College under Sections 34 and 35 of the PMDC Act 2022.

By not instituting cases under  Sections 34 and 35 of the PMDC Act 2022 and allowing this college to continue admitting students unlawfully, the Council’s top office bearers have failed in their statutory duty, enabling the administrations of the two colleges to defraud students and flout the law.

“Why did the President and Registrar did not lodge case under Sections 34 and 35 of the PMDC Act 2022 to prevent admissions when these institutions did not qualify inspections, when they were fully aware of the illegality?” the FIA source asked.

FIA sources said that the agency is evaluating whether the President and Registrar PMDC should face criminal liability for their alleged dereliction of duty. The FIA’s inquiry may soon translate into formal proceedings, holding the Council’s leadership accountable for what officials describe as a serious breach of public trust and violation of statutory obligations warranting criminal proceedings by the FIA.

A former Secretary of the PMC stated that it is true that Suleman Roshan Medical College never qualified the inspection , however to institute cases under the law remains a decision of the President and the Council and is not that of the Secretary or the Registrar.
