Cyber crime agency rules: Cases to be tried under PECA, PPC

Agency to set up dedicated units to tackle online financial fraud, harassment of children

ISLAMABAD: The federal government has formally issued the rules for the National Cybercrime Investigation Agency (NCCIA), granting it extensive powers to investigate online crimes under the Prevention of Electronic Crimes Act (PECA) and the Pakistan Penal Code.

According to the Interior Ministry’s notification sent to the agency, the NCCIA will also be authorised to seek assistance from international organisations, cooperate with provincial and sensitive agencies, and initiate inquiries based on credible source reports.

Powers to freeze property, conduct investigations

Under the new rules, the NCCIA can freeze or restore property linked to cybercrime cases, but only with the formal approval of its director general. The same approval requirement will apply before initiating any inquiry or investigation.

The rules also mandate that NCCIA officials wear uniforms, emphasizing a disciplined and professional operational structure.

Specialised units to combat online threats

To address emerging digital threats, the agency will set up dedicated units to tackle online financial fraud and the online harassment of children. Additionally, a self-accountability unit will be established within the NCCIA to ensure internal oversight and transparency.

Coordination with national and global bodies

The NCCIA will work closely with law enforcement agencies, security institutions, and international bodies to strengthen cybercrime investigations. Officials say the move reflects Pakistan’s growing commitment to addressing the risks posed by cybercrime, protecting citizens from digital exploitation, and maintaining cybersecurity at both national and international levels.
