CJP Isa Addresses Justice Mansoor Ali Shah’s Concerns Regarding Judges Committee Changes

Islamabad-Chief Justice of Pakistan (CJP) Qazi Faez Isa has addressed a letter from Justice Mansoor Ali Shah, who had previously declined to attend a meeting of the Supreme Court Practice and Procedure Committee.
In his correspondence, Chief Justice Isa responded to Justice Shah’s concerns regarding the removal of Justice Muneeb Akhtar from the committee and the absence of Justice Yahya Afridi. Justice Shah had expressed his reservations about the presidential ordinance aimed at amending the Supreme Court Practice and Procedure law, which influenced his decision to abstain from the committee meeting.
Sources indicate that Chief Justice Isa clarified in his response that Justice Afridi had declined to participate in the judges’ committee, leading to his replacement by Justice Aminuddin Khan. While the full details of the CJP’s letter remain confidential, it is reported that he provided explanations for Justice Muneeb Akhtar’s exclusion from the committee.
CJP Justice Qazi Faez Isa Receives Threatening Letter
In his letter, CJP Isa stated that Justice Muneeb Akhtar had exhibited a notably harsh attitude towards senior judges, a behavior influenced by Justice Mansoor Ali Shah’s insistence. He emphasized, “Legally, one cannot challenge the chief justice’s choices regarding committee appointments. However, in the spirit of accountability and transparency, I am willing to explain my decision.”
CJP Isa also conveyed that he would outline the reasons for Justice Muneeb Akhtar’s replacement. He noted, “Please understand that I am doing this at your request, to ensure no one feels upset by the situation.”
He said Justice Muneeb Akhtar had strongly opposed the Supreme Court Practice and Procedure Act, adding that he was also among the two judges who neglected the caseload and utilised his entire summer vacation. “He was unavailable to carry out the work of the court during the vacation,” the letter reportedly mentions.

The CJP’s letter elaborated that Justice Muneeb had been asked to participate in the judges committee meeting during the summer holidays. He pointed out that the Practice Procedure Act stipulates that urgent cases must be addressed within 14 days. The CJP remarked, “Justice Muneeb’s conduct during the committee meeting was unacceptable, and he even left the meeting prematurely.”
