In late December 2025, Chinese companies submitted ITU filings for two huge constellations—CTC-1 and CTC-2—each with 96,714 satellites, plus smaller proposals pushing the total over 200,000.

These secure priority on radio frequencies and orbital slots, though launches must start within seven years or risk forfeiture, seen by experts as a move to block rivals amid U.S.-China tensions.

SpaceX leads with 9,300 active Starlink satellites out of 12,000-14,000 total in low-Earth orbit, while China raises collision concerns and aims to boost remote connectivity.

The filings highlight rising stakes in satellite internet, surveillance, and avoiding orbital debris.
