APSUP Calls For Immediate Appointment Of Regular HEC Chairperson

ISLAMABAD: (Web Desk) – The Association of Private Sector Universities of Pakistan (APSUP) has formally urged Prime Minister Mian Muhammad Shehbaz Sharif to ensure the immediate appointment of a regular Chairperson of the Higher Education Commission (HEC), as the position has remained vacant since July 29, 2025. The association warned that the prolonged absence of a permanent head is creating serious administrative and policy challenges for Pakistan’s higher education sector.

In a letter addressed to the Prime Minister, APSUP Chairman Prof Dr Ch Abdul Rehman expressed concern that the leadership vacuum at HEC is undermining strategic decision-making, long-term planning, and effective coordination among universities. He emphasized that HEC is a pivotal institution responsible for policy formulation, quality assurance, research development, international collaboration, and governance of higher education institutions nationwide.

The letter noted that the nine-member Search Committee constituted by the Prime Minister has already completed the selection process in a transparent and merit-based manner, and a panel of three shortlisted candidates has been forwarded to the Prime Minister’s Office for final approval. APSUP pointed out that under the HEC Ordinance, the appointment of a regular Chairperson must be finalized within three months, a deadline that has already passed.

APSUP described the delay as an avoidable administrative vacuum at a critical national institution and appealed for swift intervention to expedite the appointment process. The association stressed that a timely decision would restore institutional stability, ensure legal compliance, and rebuild confidence among stakeholders in the higher education sector.

The letter concluded by highlighting that the issue carries national significance, as it directly impacts higher education standards, research growth, and human capital development in Pakistan. A copy of the letter was also sent to the Federal Minister for Education and Professional Training, who serves as the Convener of the Search Committee for the HEC Chairperson’s appointment.
