APCC Meets to Finalise Over Rs4 Trillion Development Outlay for FY2025-26

Rs50bn Proposed for HEC, Rs4bn for Food Security

Islamabad – The Annual Plan Coordination Committee (APCC) is set to meet today (Monday) to finalise Pakistan’s development priorities for the upcoming fiscal year 2025-26, with a proposed national development outlay exceeding Rs4 trillion. Of this, Rs1 trillion is expected to be allocated under the federal Public Sector Development Programme (PSDP).

Federal Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, will chair the high-level meeting, which includes representatives from federal ministries, provincial governments, and relevant departments. The session will review sector-wise allocations and fine-tune proposals ahead of the federal budget announcement in mid-June.

Preliminary estimates show that the government is prioritising infrastructure, water resources, energy, and education. The National Highway Authority (NHA) is set to receive the largest share at Rs229 billion, underscoring a continued focus on road infrastructure.

Water resource projects are proposed to receive Rs140 billion, reflecting the government’s climate resilience and agricultural sustainability agenda. The Power Division may be allocated Rs105 billion for strengthening transmission systems and expanding electricity access.

For the higher education sector, Rs50 billion has been earmarked under the Higher Education Commission (HEC), while a more modest Rs4 billion is proposed for the Ministry of National Food Security and Research.

Other proposed allocations include Rs3.5 billion for maritime affairs, Rs3 billion each for the information and industries divisions, and Rs1.5 billion for inter-provincial coordination efforts.

Officials indicate that today’s APCC discussions will shape the final development plan to be presented to the National Economic Council (NEC), which is scheduled to convene next week under the prime minister’s leadership. The APCC’s recommendations will be instrumental in shaping the development framework of the FY2025-26 federal budget.
