Article: “A Glimpse of Nobility: My Journey Through the HE Department”. Stepping into the corridors of the Higher Education Department, I embarked on a journey that unveiled both the challenges and the exemplars of compassion within bureaucratic realms. My quest was simple yet profound: to secure a transfer posting for my wife after 17 years of dedicated service in distant stations, driven by concerns for our children’s education and health.
Initially, encounters painted a grim picture of bureaucratic apathy and misinformation. Navigating a maze of red tape and indifference, it seemed some adorned titles merely as masks for a lack of empathy.
Months passed, frustration mounted, until a glimmer of hope emerged with the privilege of meeting the Honorable Minister of Higher Education, Mr. ZAFER IQBAL MALIK . In him, I found not just a government official, but a beacon of integrity and compassion.
His warmth and respect, were evident. With patience and genuine concern, he swiftly took action, involving his team to address my concerns. His egalitarian approach towards all, regardless of rank or stature, reflected a noble upbringing instilling a sense of duty and kindness.
Reflecting on my experience, I express profound gratitude to the Honorable Minister for his exemplary conduct and unwavering dedication. His actions have restored faith in the system and inspired hope for a future where compassion reigns supreme.

The Higher Education Commission (colloquially known as HEC) is a statutory body formed by the Government of Pakistan which was established in 2002 under the Chairmanship of Atta-ur-Rahman. Its main functions are funding, overseeing, regulating and accrediting the higher education institutions in the country.
It was first established in 1974 as University Grants Commission (UGC), and came into its modern form on 11 September 2002 after Atta-ur-Rahman’s reforms, which received international praise. The commission is responsible for formulating higher education policy and quality assurance to meet the international standards as well as providing accrediting academic degrees, development of new institutions and uplift of existing institutions in Pakistan.
