CGA and PSQCA Partner to Digitize Financial Operations
PSQCA Launches Digital Financial Reforms with CGA Support
Islamabad (Web Desk) – : The Controller General of Accounts and the Pakistan Standards and Quality Control Authority have signed a Memorandum of Understanding to digitize PSQCA’s financial management system.
According to an official statement, the agreement paves the way for the implementation of the Financial Accounting and Budgeting System (FABS) at PSQCA, marking a significant step toward modernizing its financial operations.
The initiative is part of broader institutional reforms led by PSQCA Director General Dr. Sayeda Zia Batool, aligned with the vision of Federal Minister for Science and Technology Khalid Hussain Magsi to enhance transparency, governance, and fiscal discipline through digital transformation.
The MoU was signed by Director General (MIS) Abdul Basit Jasra on behalf of the CGA and by Dr. Sayeda Zia Batool for PSQCA. The signing ceremony was witnessed by Secretary Ministry of Science and Technology Shahid Iqbal Baloch, who described the move as a major milestone toward strengthening financial accountability and operational efficiency.
Under the agreement, the CGA will provide technical assistance for deploying FABS at PSQCA’s headquarters in Karachi and its regional offices across the country. The system will automate payroll and pension processes, ensuring timely and accurate payments through standardized digital mechanisms.

The partnership also includes free software licenses, engagement of SAP experts for implementation support, and comprehensive training for PSQCA staff to independently operate and maintain the system. Financial reporting will be aligned with the National Chart of Accounts, ensuring audit readiness and standardized reporting practices.
Dr. Batool stated that the transition to a digital system would eliminate manual procedures, minimize human discretion, and enable real-time financial oversight. The initiative reflects the government’s broader “Digital Pakistan” vision and PSQCA’s commitment to improving service delivery, efficiency, and public trust through technology.
