Diamer Bhasha Dam Project Clarifies Balloting Process at Harpan Das Model Village

The Spokesperson of the Diamer Bhasha Dam Project, while issuing a clarification, stated that balloting is being conducted for 10- and 17-marla residential plots at Harpan Das Model Village under the Agreement 2025. At this stage, final allotment or physical handover of plots is not being carried out. The formal handover of plots will take place after completion of all ongoing construction and development works at Harpan Das Model Village.

Rejecting the information circulating on social media regarding the “handover of incomplete plots,” the Spokesperson clarified that, under Agreement 2025 reached between the Ministerial Committee and the Dam Affected Committee, WAPDA, Diamer Bhasha Dam Project was required to complete the balloting process at Harpan Das Model Village, Chilas, before 31 December 2025. In this regard, the registration process was scheduled to commence from 29 December 2025. However, in a meeting held today at the office of the Deputy Commissioner, Diamer, the process has been postponed until 15 January 2026 at the request of the Dam Affected Committee.

According to the Dam Affected Committee, they intend to hold further consultations with the affected people regarding the distribution of plots. The Spokesperson further clarified that land leveling, water supply, sewerage, and other additional development works are currently in progress at Harpan Das Model Village. Upon completion of these works, the plots will be formally handed over to the affected people along with all basic facilities.

The Spokesperson also informed that, under Agreement 2025, the plots are to be handed over to the affected people by 31 May 2026. The balloting process will be completed in coordination and mutual consultation with the district administration and the Dam Affected Committee.
