Transforming Saddar: The Revitalization of Bank Road and the Role of Major General Irfan Ahmed Malik (HI)
The recent renovation of Bank Road in Saddar has revolutionized the local market landscape, turning it into a pedestrian-only bazaar and significantly enhancing the shopping experience. Spearheaded by the Rawalpindi Cantonment Board (RCB) under the leadership of Director General Military Lands and Cantonments (ML&C), Major General Irfan Ahmed Malik (HI), this initiative has garnered widespread appreciation from both the public and the business community.
The project involved completely removing motorized vehicles, expanding designated parking areas, and underground installing electric cables to streamline infrastructure. To further improve accessibility and convenience, a shuttle service featuring electric vehicles is set to be launched soon, ensuring seamless connectivity between parking areas and market outlets.
The first section of the project, extending from Murree Road to Canning Road, has been completed and opened to the public, receiving overwhelming approval. RCB CEO Ali Irfan Rizvi revealed that four electric vehicles will soon be available to facilitate citizens, with two already received and two more expected within weeks. These eco-friendly vehicles will provide an efficient shuttle service, reinforcing the project’s commitment to sustainability and modern urban planning.
The total cost of the initiative stood at approximately Rs350 million for civil works, carried out by the Rawalpindi Cantonment Board, and Rs750 million for electrical works, including the undergrounding of cables, executed by the Islamabad Electric Supply Company (IESCO). To address congestion and crowd management, three dedicated parking areas have been designated to accommodate the influx of visitors. The Potohar-1 Parking facility has a capacity of over 400 vehicles, while Potohar-2 Parking can currently accommodate 220 vehicles, with ongoing expansion to increase its capacity. Meanwhile, the Varan Bus Station offers space for more than 300 vehicles.
The transformation has been embraced by local residents and business owners. Nadim Malik, a long-time Saddar resident, expressed relief over the new secure parking arrangements. “Previously, the chaotic parking made shopping stressful. Now, with designated spaces and a more organized system, we can shop with peace of mind,” he remarked.
Nabila, a housewife, highlighted how the pedestrian-friendly redesign has improved accessibility for families and elderly citizens. “Bringing my mother here used to be a challenge due to noisy traffic and unregulated parking. Now, walking along smooth tiles under illuminating lamps, with food stalls adding to the charm, makes it an enjoyable outing.”
Shopkeepers have also voiced their support. Amir Mughal, a businessman, emphasized that the initiative fosters a more inviting shopping atmosphere. “When customers see a well-maintained market with smooth entry and exit points, they are more likely to visit and stay longer. This revamp is a win-win for both traders and consumers,” he said.
A mobile shopkeeper from Akhtar Plaza acknowledged the gradual nature of social change but recognized the pedestrian market as a pivotal step forward. He suggested that further expansions, such as a multi-story parking plaza, could be considered to complement the existing facilities.
Leadership That Drives Progress
The success of this initiative reflects the strategic vision of Major General Irfan Ahmed Malik, whose leadership of the Military Lands and Cantonments (ML&C) has ushered in a new era of urban development. His commitment to modernization, sustainable infrastructure, and citizen-friendly projects has been instrumental in making Saddar’s transformation a reality.
The Cantt Board’s Steering Committee, which includes representatives from the trading community, continues to monitor and refine the project to ensure it meets the evolving needs of the public. As this initiative progresses, it stands as a testament to how visionary leadership and collaborative governance can reshape urban spaces, creating vibrant, accessible, and sustainable markets for all.
The revitalization of Bank Road is more than just a facelift—it is a forward-thinking urban model that sets a precedent for future developments across Pakistan.
