KARACHI — In a significant step towards advancing Pakistan’s climate goals, the Supporting Preparedness for Article 6 Cooperation (SPAR6C) program, in collaboration with the Ministry of Climate Change & Environmental Coordination (MoCC&EC) and the Planning and Development Department (P&D Sindh), convened a high-level Carbon Market Training Workshop in Karachi. The event brought together key stakeholders from the public and private sectors, financial institutions, and think tanks to explore the potential of carbon markets in mobilizing climate finance and supporting Pakistan’s transition to a low-carbon economy.
The workshop commenced with welcome remarks by Mr. Zubair Ahmed Channa, Secretary of the Environment, Climate Change & Coastal Development Department. He underscored the significance of carbon markets, stating, “Pakistan is at a critical juncture in its climate action journey, and carbon markets will play a pivotal role in achieving our net-zero ambitions.” His address was followed by Ms. Nadia Rehman, Member (Climate Change) at the Ministry of Planning, Development, and Special Initiatives (MoPDSI), who highlighted Pakistan’s broader climate commitments.
International experts shared in-depth knowledge on the functioning and benefits of carbon markets under Article 6 of the Paris Agreement. Denis Machnik, Senior Advisor at UNEP-CCC, introduced the SPAR6C program and outlined how Pakistan can strategically engage with international carbon markets. Jonas Hagen, Principal Expert at GFA International, focused on key sectors such as transport, cement, and waste management that offer potential for carbon market participation.
Ahsan Kamran, Senior Carbon Markets Expert with SPAR6C, provided a technical overview of the carbon market project lifecycle — from baseline setting and validation to issuance and transfer of Internationally Transferred Mitigation Outcomes (ITMOs). Urwah Khan, Advisor on Climate & Energy at UNEP-CCC, spoke on investment readiness and opportunities for private sector involvement in carbon finance.
