“National Conference Tackles Housing, Land, and Property Rights for Vulnerable Groups in Pakistan”

“Training of Trainers Initiative Takes Center Stage in UN-Habitat’s Campaign for HLP Rights in Pakistan”

ISLAMABAD: The United Nations Human Settlements Programme (UN-Habitat) marked the culmination of its awareness campaign with a three-day National Conference (November 28-30, 2023) in collaboration with UNHCR aiming to secure Housing, Land, and Property (HLP) Rights for women and vulnerable groups in Pakistan. In the first two days of the conference, Training of Trainers was held on Housing, Land and Property Rights (HLP) for strengthening, information, communication and legal assistance mechanisms to facilitate and support the flood affected persons to protect their HLP rights. Noteworthy attendees included representatives from the Government of Pakistan, the United Nations, foreign dignitaries, international non-governmental organizations (INGOs), and academia.

A Dialogue with Political Leadership of Pakistan was held in collaboration with SDGs Academy on the third day of the National Conference on Housing, Land and Property rights of Women in Pakistan. The Dialogue was graced by Mr. Khalil George, Federal Minister for Human Rights who served as the Chief Guest. Noteworthy panelists for the dialogue included, Mr. Justice Dr. Syed Muhammad Anwer, Federal Shariat Court of Pakistan, Ms.Samar Haroon Bilour, Ex MPA and current spokesperson of ANP, Ms. Fozia Arshad, Senator and Mr. Ammar Jaffri, Chairman, SDGs Academy.

Mr. Zahid Nasim Khattak, HLP Expert, UN-Habitat, warmly welcomed participants and explained that the objective of the dialogue is to advocate for women’s housing, land and property rights and inheritance in Pakistan and get them included in the party manifesto’s for the upcoming elections so that women and vulnerable groups get their rights and we could achieve sustainable development.

Mr. Khalil George, Federal Minister for Human Rights in his remarks esteemed the discussions on disparities and challenges faced by women in accessing and securing their rights to housing, land, and property in Pakistan. He stated, ‘It is heartening to see the dedication and passion each participant has brought to the table, contributing to a growing awareness of the importance of gender equality in these fundamental aspects of life’. In addition, he suggested that as we reflect on the progress we have achieved, let us also recognize the work that lies ahead. He highlighted the need to advocate for policies that ensure equal rights and opportunities for women in the realm of housing, land, and property. Adding that in doing so, we not only uphold the principles of justice and fairness but also contribute to building more inclusive and resilient communities

Justice Dr. Syed Muhammad Anwer of the Federal Shariat Court delved into the challenges arising from the “Indianization” of our culture, citing it as a cause for property disputes. The call for preserving cultural identity while addressing legal concerns echoes the delicate balance needed for harmonious societal development. Ms.Saman Haroon Bilour, Ex MPA and current spokesperson of ANP shed light on the struggles of privileged women entangled in the justice system, particularly widows, with particular stress on the urgency of making women’s presence visible. Ms. Fozia Arshad underscores the need for societal reforms to ensure justice and equality for all women, irrespective of their socio-economic status. Dr. Rahim, Director General, Legal Aid and Justice Authority highlighted that massive campaigns must be started to tackle the complex issues surrounding land ownership, property rights, and land tenure security, with a specific focus on women and vulnerable groups.

In a thought-provoking statement, Mr. Ammar Jaffri, Chairman, SDGs Academy expressed the vital need to empower men for the empowerment of women. Emphasizing that economic stability is key to education, he highlighted the unfortunate reality of children being kept out of schools due to financial constraints and eroding trust in the education system. Addressing the pressing issue of decent work, SDGs Academy underscores the importance of fostering an environment that encourages and supports dignified employment opportunities. The call to action resonates with the vision of creating a society where everyone has the chance to contribute meaningfully to economic progress.

During the session, Jawed Ali Khan addressed the question about youth being marginalized, asserting that the National Conference serves as a crucial platform to empower the younger generation by engaging in meaningful discussions and initiatives that will pave the way for a more inclusive and empowered youth. This enlightening discourse brought together diverse perspectives, urging society to collectively work towards a future where empowerment knows no bounds.
