The Establishment Division released an office memorandum clarifying that current rules prohibit government employees from engaging with any media outlets without official consent. Additionally, civil servants are forbidden from sharing official documents or sensitive information with unauthorized individuals, the public, or the press.

The memorandum stresses that government employees must avoid expressing opinions or disseminating information that could harm the government’s image. They are also prohibited from commenting against government policies, decisions, national sovereignty, or the nation’s dignity.

Furthermore, the memorandum specifies that civil servants must refrain from making statements that could affect international relations or participating in social media discussions while maintaining impartiality.

The directive mandates that all civil servants, across different service groups, adhere to these guidelines, with breaches potentially leading to misconduct proceedings.

Government agencies are encouraged to closely monitor their social media channels to remove any inappropriate content. Federal secretaries, additional secretaries, department heads, and chief secretaries are tasked with ensuring adherence to these rules.

The memorandum also emphasized that the goal is not to hinder the positive use of social media.
