FBR to Ban Import of Commercial Quantities of Goods for Personal Use
The FBR has prepared amendments to the Baggage Rules 2006 to enforce this new policy.
Islamabad: The Federal Board of Revenue (FBR) has announced a new policy to restrict the import of commercial quantities of goods under the guise of personal luggage. According to sources, the new regulations are aimed at curbing the practice of bringing goods for commercial purposes disguised as personal items.
Under the new rules, individuals will still be allowed to bring mobile phones for personal use, but any other items valued over $1,200 will be considered as part of commercial trade. These goods, including additional mobile phones, will be confiscated, with exceptions only for one phone per traveller. Even if travellers declare extra items and pay the applicable duties, taxes, and penalties, these items will not be cleared for entry.
The move is part of an effort by the FBR to combat the rising trend of individuals bringing in goods for resale or commercial use, which has been undermining local businesses and evading import duties. The FBR has prepared amendments to the Baggage Rules 2006 to enforce this new policy and is currently seeking input from stakeholders.
A seven-day period has been allocated for stakeholders to submit their feedback on the proposed amendments. Proposals received after the deadline will not be considered. If no significant changes are made during this period, the new regulations will be enacted through a gazette notification.

Travellers bringing goods valued above the $1,200 threshold will be required to pay the necessary duties, taxes, and penalties to clear their items. The FBR’s move comes as part of its ongoing efforts to streamline the importation process and reduce the inflow of commercial goods through personal baggage.
The proposed policy is expected to impact a significant number of people who have been using the baggage route to bring in large quantities of goods for resale purposes, and the FBR’s move aims to ensure that commercial imports are subject to the correct legal procedures and taxation.
